Constitution: Art. I, Sec. 8: “Congress shall have Power...To establish an uniform Rule of Naturalization…”
Declaration of Independence: "[The King] has endeavored to prevent the population of these States; for that purpose obstructing laws of Naturalization of Foreigners..."

- Welcome the people of the world who come legally
- Open paths to citizenship
- Ease legal immigration
- Lawful immigration helps our economy and renews society
